The Land Transportation Office
(LTO), an agency under the Department of
Transportation and Communications, is supposed to oversee the registration of
all motor vehicles in the country and to ensure that drivers are qualified to
operate these motor vehicles. That's the good part.
The bad part is that in
carrying out their mandate, the bright boys at this government agency are
always thinking of infinitesimal ways to make vehicle owners and drivers part
with their hard-earned money.
The latest money-making scheme
hatched by the bureaucrats at East Avenue in Quezon City is standardizing the
license plates of vehicles. That is, they now require all vehicles, whether old
and new, to pay P450 for a set of license plates that they claim is more durable and even deters
carjacking as it cannot be easily removed and transferred to another vehicle.
But wait. A member of the
House Committee on Transportation, Kabataan Partylist Rep. Terry Ridon, wants
charges filed against officials of the DOTC and LTO for the alleged rigging of
contracts for the license plates. In House Resolution No. 2241, Ridon said the Commission
on Audit has ordered the DOTC and LTO to cease any further transactions with
the joint venture of Power Plates Development Concepts, Inc. and J. Knieriem
B.V. Goes (PPI-JKG) regarding the supply and delivery of license plates.
According to COA, the transaction is irregular and illegal as it violated RA
9184 or the Government Procurement Reform Act. -End-
