What's happening at the PNP?
Last week, Ombudsman Conchita Carpio Morales
ordered the dismissal of 19 top police officials involved in the anomalous
procurement of rubber boats worth P4.54 million in 2009
.
The Ombudsman said the police coastal crafts
were procured without public bidding and despite glaring defects, already noted
during delivery, the boats were certified to have passed the acceptance
criteria.
According to Ombudsman Morales, “the
significant events leading to the procurement of 16 PCCs would not only reveal
badges of irregularities but also of haste and preference to buy from FPT as
the sole and only choice of supplier for coastal crafts.”
Initial findings showed that the motors were
overpriced at P500,000 per 60-hp motor, instead of the market price of
P350,000.
Earlier, the Ombudsman Conchita
Carpio-Morales also ordered the immediate filing of information with the
Sandiganbayan against another batch of top police officials for the anomalous
issuance of firearm licenses for AK-47 rifles from August 2011 to April 2013.
The Ombudsman’s probe revealed that the PNP
officials conspired in facilitating, processing and approving the applications
for firearm licenses of Caraga, Isla Security Agency, Claver Mineral
Development Corp. and JTC Mineral Mining Corp. despite incomplete or falsified
applications and supporting documents.
These two cases—and a few others, including a
recent hulidap episode— reveal a pattern of corruption in the police force that
impairs its credibility and capability to combat crime and maintain law and order.
