Transportation Secretary Joseph Emilio Abaya
has been tasked by President Aquino to conduct a thorough investigation of the
"tanim-bala" extortion racket at the Ninoy Aquino International
Airport. After all, Abaya supervises the Office for Transportation Security
which is in charge of NAIA security, but which is suspected of involvement in
the scam.
But wait. Abaya has been charged before the
Office of the Ombudsman by Sen. Alan Cayetano and the anticrime group
Volunteers against Crime and Corruption with dereliction of duty for not doing
anything to stop the "tanim-bala" racket, which is believed to have
been going on for many years now. The complaint says that Abaya and three other
officials should be dismissed because of command responsibility.
So can Abaya do a credible investigation of the
scam if he himself should be asked to explain what action he has taken to stop
the nefarious racket?
We don’t think so.
If the investigator is about to be
investigated, then the honorable thing for him to do is to step down as
investigator and submit himself to the Office of the Ombudsman for
investigation.
Better still, Abaya should now submit his
resignation as DOTC Secretary because the "tanim-bala" racket has
taken place amid his gross mismanagement of the Metro Rail Transit. What is he
waiting for?
